The short answer
An HR handover checklist helps the receiving person understand the current status, outstanding decision, next action and relevant records. It should identify who owns each open item and when it needs attention. A list of documents alone is not a handover because it does not explain what the next person must do with them.
1. Start with a clear purpose
Name the person responsible for moving the work forward. A shared inbox is a destination, not a decision owner.
2. Make the work and ownership visible
Use a short handoff record: status, next step, owner, due date and a link to the source. Avoid copying sensitive details into multiple places.
3. Agree the next action
Review stalled requests weekly. Fix unclear ownership before adding more reminders.
Leave with a usable decision.
Write down the next action, who owns it and when you will check the result. Keep the decision where the people doing the work can find it.
A practical example
An HR colleague is handing over leave administration before time away. The shared record separates completed requests, requests awaiting a manager decision and one case that needs specialist advice. Each item has a next action and deadline. The receiving colleague checks the permissions and walks through one open request before the handover is treated as complete.
A working template you can adapt
| Part of the work | What to record or ask |
|---|---|
| Status | What is complete, waiting or blocked? |
| Next action | What must the receiving person do? |
| Evidence | Where is the authoritative record and can they access it? |
| Escalation | Who decides if the normal process cannot continue? |
Questions to work through
When is an HR handover complete?
When the receiving person can explain the open work, access the necessary records and identify the next action. Check one real request together. Sending a folder link without checking understanding leaves avoidable uncertainty.
Should a handover include sensitive employee information?
Share only the information the receiving person is authorized to use for the task, through the appropriate system. Link to controlled records where possible rather than copying sensitive details into an informal checklist.
Connect this with the next decision
Keep moving.
